Introduction
Jeff Catalina is a Principal in the Core Technology competency of DiamondCluster International. Throughout his 8 years of management and technology consulting experience, he has served as technical architect, application architect, project manager, and/or senior developer for clients primarily in the healthcare and financial services industries. He has applied his deep technical expertise towards successfully driving strategic IT programs and maximizing value realized through a company's IT organziation.
Jeff has extensive experience in the realms of application development and business intelligence. He has designed, developed, and/or managed the creation of dozens of complex, web-based applications and intelligent reporting systems. His areas of programming expertise include Active Server Pages (ASP), .NET, Java, Visual Basic, HTML/DHTML, JavaScript, and database design using SQL Server and Oracle, as well as software configuration management and project methodology. Furthermore, he is an expert in developing user interfaces and applying congnitive design principles.
Project Experience
- For a global credit card brand, Jeff served as an expert in IT analytics and business intelligence, designing and developing a set of metrics-based, dashboard-style reports. Jeff co-managed the engagement, working with the client to solicit requirements from both business and technology senior executives, identify key performance indicators and metrics, and design the prototype reports. Furthermore, Jeff identified benefits through rationalization and standardization of reports, and he helped the client create an overall reporting vision for the enterprise. Finally, Jeff conducted a vendor evaluation of leading Business Intelligence tools and helped to develop "proof of concepts" in determining a proper evolution from prototype to operational model for executive reporting.
- For the same company, Jeff served as a technical architect in conducting a third-party assessment of a large-scale A/R platform change program. Jeff's assessment work focused on several key dimensions, including Architecture, Testing, and Program Management. For each dimension, he delivered strategic recommendations to address long-standing core issues that impeded maximum return on technology investments.
- For a London-based international financial services provider, Jeff served as an architect in assessing the technical impact of regulatory changes in the industry. Specifically, Jeff's role involved analyzing the effect of Basel II regulations on the company's IT landscape, and then recommending potential solution architectures. Furthermore, Jeff modeled technology cost estimates, and then developed a roadmap to implementation.
- For a major health care insurance provider, Jeff served as a technical architect in an Enterprise Architecture planning effort. Jeff guided a cross-functional team responsible for performing a strategic architecture and migration assessment and developing a $400M, multi-year planning effort for end-state mobilization. The planning effort included identification of initiatives and projects, estimating resources and roles, and itemizing detailed labor, hardware, and software costs. Jeff managed a team of client-side architects, designers, and business analysts throughout the process.
- For a leading post-payment recovery auditing firm, Jeff served as an application development specialist. Jeff's role involved providing assessments of current and existing web applications, redesigning and improving current interfaces, and providing application architecture recommendations. Furthermore, he assisted in requirements management on new applications, created a usability and style guide for intranet applications, and created a detailed inventory of systems firmwide.
- In a program assessment of a supplier of collaboration and procurement services to the aerospace and defense industry, Jeff was tasked as a technical architect. The team's role was to conduct an objective review of the firm's current program management practices and capabilities, and then to develop a prioritized set of recommendations for improvement. Jeff's role involved gathering collateral, scheduling and conducting employee interviews, recording observations, analyzing data, deriving opportunities, and delivering feedback and results throughout the assessment process.
- For a major health care insurance provider, Jeff served as a technical architect on the Performance Architecture Assessment team. This group's charter was to define architecture enhancements that will improve the overall ability of the end-state application/data architecture to support planned business growth and incorporate into future planning processes. Jeff's role involved gathering collateral, coordinating assessment meetings, recording data, deriving opportunities, tracking progress, building business cases, and delivering feedback and results throughout the assessment process. To assist in aggregation and reporting of data, Jeff spearheaded an effort to create a tracking website using Microsoft technologies. This website was used by both DCI team and client for issue tracking, status reporting, and opportunity tracking, and as an application scorecard.
For a state government toll highway authority, Jeff was a technical writer and prototype developer on a proposal team. The proposal surrounded a number of website enhancements, including current account summarization, billing integration, and interactive mapping, as well as myriad other new features. For the prototype, Jeff was the sole developer, responsible for all code and the data structure. He worked closely with a designer and usability expert to present complex functionality in the most user-friendly manner possible. Technologies used were Active Server Pages, DHTML, and Microsoft Access. The prototype created has also been used on other proposals since this one.
For a major specialty music and video retailer, Jeff served on the kiosk development team. He was responsible for strategizing an unprecedented approach to integrating Microsoft .NET Passport authentication services into a kiosk environment. Jeff worked directly with Microsoft representatives, application developers, graphic designers, and user interface experts to identify and recommend several solution alternatives.
- For a major insurance provider, Jeff was tasked to create deliverables surrounding the Microsoft .NET framework. He researched - as well a drew from his own experience - the .NET technologies and presented a detailed overview to the client. He then developed an architecture strategy for .NET projects and incorporated it into the greater enterprise architecture strategy that DCI delivered to the client.
For an $8 billion manufacturer of coatings, glass and specialty chemicals, Jeff served as the lead developer for a 4-6 person team. He was responsible for the entire development process surrounding two independent websites -- for interfacing with the client and business process owners, understanding the business requirements, setting and coordinating appropriate scope, project planning, status reporting, User Acceptance Testing, client presentations, and overall team leadership. In addition to his management responsibilities, Jeff was the lead programmer. For one website, he demonstrated skills in Active Server Pages, JavaScript, HTML/DHTML, and SQL. For a second, he demonstrated skills within an open-source architecture using Java Server Pages, Java servlets, Tomcat application server, and MySQL. He also functioned as the sites' Cognitive Engineer and Graphics Designer, designing all of the pages and creating most of the production-ready graphics used on the sites.
- For a leading commodity trading firm, Jeff was a senior developer for a one module of a suite of Web-based back-office tools for commodity trading. Jeff was responsible for all front-end functionality using Java Server Pages (JSP), Servlets, JavaScript functions and HTML. He also created several back-end Java components to perform functions such as database access, complex energy volume calculations and Tibco message processing. Furthermore, Jeff acted as the lead interface designer, producing style sheets, page layout guides and production-ready graphics as necessary.
For a financial services company, Jeff was a senior developer and team lead for a business-to-consumer retail Web site specializing in product personalization. For the first release of the Web site, Jeff was solely responsible for developing all front-end storefront functionality using Java Server Pages (JSP), JavaScript and HTML. He also created Java components that extended Blue Martini functionality as site customization needs dictated. For the second and third releases of the Web site, Jeff led a team of 15 developers in creating functionality for new site features, as well as integrating a new release of Blue Martini. Throughout the project, Jeff had direct contact with dozens of client personnel with whom he shared opinions and insight.
For a telecommunications company, Jeff was the lead font-end developer for a management reporting tool, delivered via the corporate intranet. He created Active Server Pages (ASPs) within a two-tier server architecture, executing stored procedures within a SQL Server database. These dynamic pages include DHTML elements and graphing capabilities. Jeff also created custom, production-ready graphics for the Web site. Tools and technologies used include ASP, T-SQL, DTHML and JavaScript.
Professional Background
Prior to joining Diamond, Jeff was a consultant within Andersen Consulting's Internet Center of Excellence (ICE) and Multimedia Factory groups for over two years. While there, he aided in building both Web-based and multimedia applications using a wide range of Internet and new-media technologies. In addition, Jeff developed and taught an Internet development class attended by international Andersen Consulting employees, and he has guest-lectured on Internet strategy to both undergraduate and MBA classes at the University of Notre Dame.

Project Experience
 - For Andersen Consulting, Jeff led a team of eight developers responsible for front-end development of an online storefront for a portal Web site. He created both functional and technical design documentation, as well as HTML and JHTML templates. Jeff coordinated efforts between project managers, graphic designers, vendors and merchandisers in order to organize requirements and distribute tasks among the team. Jeff gained technical expertise in the Blue Martini e-merchandising software suite, Microsoft Site Server and the Java programming language.
- For Andersen Consulting's Internet Center of Excellence, Jeff designed and developed a corporate intranet. The Web site offered a personnel directory, event calendar, project database, resource section and bulletin board-style discussion forums. Jeff was responsible for coding all Active Server Pages (ASPs), creating the navigation model and overall site metaphor, developing production-ready graphics and data modeling. He gained experience in Microsoft-centric technologies and tools such as ASP, VBScript, ADO and SQL Server, as well as DHTML and Perl.
While at Andersen Consulting's Internet Center of Excellence, Jeff was part of a team responsible for creating a multimedia-rich orientation and training CD-ROM for an international banking company. Jeff was involved throughout the entire project life cycle and his tasks included gathering requirements from the client, creating functional designs for screens within the application, developing the application itself and coordinating the CD-ROM production process. All new employees of this company currently undergo orientation training using this CD-ROM. Jeff gained technical expertise in Asymetrix Toolbook software and multimedia application development processes.
While at Andersen Consulting's Multimedia Factory, Jeff was the sole developer in the creation of a Web site dedicated to presenting Y2K readiness information and resources for a U.S. state government organization. He worked with the client and project management to conglomerate numerous information sources, develop an information architecture and translate that to be presented on a Web site. On the project, Jeff gained experience working with Netscape Application Servers and CGI/Perl programming.
- For the Andersen Consulting retail industry practice, Jeff was part of a team responsible for redesigning and enhancing their public Web site. He used his skills in writing JavaScripts and Java applets to added interactive content to existing HTML.
